This is because, in an unsupervised situation, a pool cover is only as reliable as the people who are responsible enough to put it on while a fence is a permanent fixture which can only be bypassed with considerable difficulty and deliberate intent. Also, it can be locked down at night time or closed periods and really rules out any kind of accidental incursion into the pool area.

You will need to bear in mind that with a pool fence you will still need to consider the cost of a summer cover and reel and a debris cover for the winter to protect your pool.
